Well, the High Technology advantage shows up in a lot of places, notably in Aliens (p. 13) and Uplift (p. 18). I personally find that advantage somewhat inflexible, though, because it only addresses relative TL, and it assumes a reasonably high campaign TL. As I see it, there are really two factors to the value of such an advantage: one that reflects the "innate" value of the higher TL (that keeps characters alive and allows them to simulate great personal power with technology), and one that reflects the "relative" value of being from a higher TL (the "surprise" and "shock" value, mostly). For this reason, I prefer to price the advantage thus: COST = BASE VALUE * (TARGET TL) * (TARGET TL - CAMPAIGN TL) where I choose BASE VALUE as 2.5, and where the second and third factors are the "innate" and "relative" factors respectively. So to be a TL4 swashbuckler in a TL3 fantasy game would cost 2.5*4*(4-3) = 10 points, to be a TL7 adventurer in the same game would cost 2.5*7*(7-3) = 70 points, and to be a TL10 space alien in a TL8 IST supers game would cost 2.5*10*(10-8) = 50 points.
