Copyright (c) 1996 by Morgan Hughes <2p49@cedar.nic.bc.ca> Super Power Limitation: Drains User -10% / level This limitation makes use of a power or advantage draining to the user; each successful use temporarily lowers an Attribute, applying a -1 (or -5 for enhanced ST) per level of Drains User. The Attribute recharges at 1 (or 5 for enh ST) per turn. Regeneration and Recovery don't reduce the time taken! Example: Anima has HT 12 and Animate (LC 4) with 2 levels of Drains User (-20%) tied to her HT. She successfully Animates a statue; next second her HT is 10. The turn after that, it becomes 11, and next turn is back to 12. It's the GM's option whether this would reduce her Hit points at the same time... Attribute penalties are cumulative; if you use the same power (or another Draining power that modifies the same Attribute) then the penalty for the second use is added to whatever penalty remains from the first use on the second the second use's penalty comes into action. Example: Taffy the Candyman has DX 15 and Bind (LC 6) with 4 levels of Drains User (-40%) tied to his DX. He concentrates and binds a villain; next second he is at -4 to DX! That turn, he concentrates to bind the villain's side-kick; next second he makes his skill roll (at -3 because of modified DX) and succeeds. The turn after that he is at a total of -6 to his DX, which rebounds in 6 seconds. The timing is as follows: Turn Attack #1 Attack #2 1 Concentrates 2 Binds villain 3 DX -4 Concentrates 4 DX -3 Binds side-kick 5 DX -2 DX -6 (-2 left from attack #1, -4 from #2) 6 DX -5 7 DX -4 8 DX -3 9 DX -2 10 DX -1 Optional Modification: Attribute penalties take longer to wear off. For combat powers, each level of Drains User takes 10 seconds to recharge; for non-combat powers, each takes a minute. In either case, double the value of the reduction.
