This skill gives one an organized body of knowledge and learning 
regarding most heard of spells and thier common uses.  It covers such 
things as how hard it may be to find a Teacher and where would be 
best to try for a certain spell as well as prerequisite trees and how 
common a given spell is.   It lets you know the body of working/field 
experiance on the better spells to put out a fire, keep one safe at 
night in the wilderness or city, get food, or make money.
This includes costs in Charecter understood terms for even spells 
that the charecter does not know, which is helpful in determing fees 
or in combat determing what spells are likely to be cast say to 
protect a city or attack one.
