Hall ("Lead Dragon" ) Title: 1/2 point rule Description: When a 1/2 character point is spent on a skill, the skill level is raised to the half-way point between the default and the skill level at 1 point. If the skill has no default, treat the default level as zero. For fractional results, round down to the next lower skill level. If the 1/2 point skill level is the same as the default, a full point must be spent to receive any skill improvements. Justification: This smoothes the transition from the default skill level to the normal skill progression table. It also balances the game by providing more incentive to spend a full point to gain a better skill level, despite having high DX or IQ stat scores. Examples: The default skill level for a Physical/Average skill is DX-5. The characters DX score is 12, so the default is 7. At one character point, the skill level would be 11. Thus, spending 1/2 point gives a skill level of (7 + 11) / 2 => 9. This (Mental/Hard) skill has no default for the character. The IQ score is 11, so 1 point gives a skill level of 9.
