Here are the rules and laws of the Duchy. They are posted on the gates and ports
of every city in the duchy. Of course, outside the cities, some of these rules
aren't enforced as strongly. The armor and weapons restrictions only apply
within certain cities (some small towns without walls or mages don't enforce
them). 
Note that levels of status provide a license to bear better arms and armour.

NOTICE:
 All Felons, foreigners, unescorted slaves, and licensed spell casters must
check in at the guard station.  All slaves must wear neck chains in the city or
have freedom papers on hand; those with special passes must check with the guard
station upon arrival.

RULES OF THE CITY, WITHIN CITY WALLS AND ON DOCKS:
No missile weapons without a license (includes bow, crossbow, dart, etc.)
No weapons with blades longer than 2 foot without a license.
No polearms, maces, flails, picks, spears, foils, or other pointed weapons
without a license.
No armor may be worn except cloth or dress armor at special occasions.
Dueling only allowed with a license.

COUNTY ORDINANCES - Justice is swift and sure. Beware all ye lawbreakers!
CRIME   #  PUNISHMENT
Treason; Conspiracy to overthrow or murder royalty or one's lord   #  Death,
stripping of titles, honors, lands, and properties.

Murder - Deliberate slaying of any sentient creature except in self defense or
great justifiable anger.   #  Death in extreme cases, or slavery, or blood-price
fine (up to five-years salary of victim).

Rape   #  fine, slavery or mutilation or flogging.

Assault -attacking another without sufficient justification; Unlicensed dueling 
#  flogging to unconsciousness, or maiming, plus $200-1000 fine

Major Theft (>$300), Nonpayment of major debts   #  Slavery or maiming; fine
($2,500 + 2*value).

Petty Theft or nonpayment of small debt   #  flogging plus a fine (2*value)  or
slavery.

Waste - damaging or destroying, accidentally or on purpose, the property of
another   #  Fine (value) plus slavery or flogging or a reprimand.

Oath breaking or perjury   #  Fine, service or flogging or mutilation (tongue
removal) and possible excommunication or banishment.

Black Magic, unlicensed spell casting   #  Death in extreme cases, slavery or
flogging and fines, possible maiming; Fines of $1,000 up to $50,000

Insulting a Noble, Priest, or Lady   #  Flogging, Fine of $100 to $300

Unlicensed weapons or armor   #  Flogging, Fine of $50

Disturbing the peace; Public intoxication   #  Jail or Flogging, Fine of $5 -100

Conspiring to Evade Taxes or Guild Fees   #  Fines (3*due), lashes, jail or
slavery

Lying   #  3 lashes, $20

Fornication   #  4 lashes, $25, marriage

Forgery   #  5 lashes, $50

Deceptive Trading   #  5 lashes, $50

Adultery   #  jail and flogging or stoning, Fine ($300)

Killing another in a duel   #  $5000 fine unless excused in license
